		<description>I disagree that the change is minor.  What's the statute of limitations on a federal misdemeanor?  Even if it hasn't run, there's always the issue of proof.  I would think it's far easier to prove beyond a reasonable doubt that any given illegal is in the U.S. illegally now than it is to prove that they violated 8 U.S.C. § 1325(a) at some point in the past.

[&lt;i&gt;I agree that the main effect of this law is to make proof easier.  But the article acts as if it is making criminals out of people who previously weren't.
